  • SAMHSA SAMHSA – Common Data Platform (CDP)
    Part of the team that integrated three disparate data systems into one platform that provides Data Collection and Reporting capabilities to improve data quality, performance monitoring, and programmatic outcomes for SAMHSA grant programs.

    Hired to make the report creation process less burdensome and integrate with a new Drupal platform for, Tellenger designed and built three custom applications: Report Builder with Workflow to automate the report development and approval process featuring a layout drag-and-drop tool that allows report authors to construct a report; a Report Management Module for associating meta-data to legacy reports to improve search results; and a revised information architecture using Drupal to increase the “findability” of content. The project resulted in annual cost savings and improved transparency.

    On the InfoReliance team, Tellenger provided full life-cycle software development (i.e., requirements gathering, information architecture, coding, testing, and documentation) of a custom .NET application leveraging Microsoft Dynamics, MS-SQL, SharePoint, FAST and other technologies to create a comprehensive system providing case management, investigation analysis, early warning, and data warehouse services.

    Update and maintain the portion of SAMHSA’s website that distributes national substance abuse and mental health related data. With over 15,000 reports and new reports released weekly, Tellenger works to improve the efficiency with which users can find the data they need.

    Custom coded the Java-based web application to automate the collection of wounded warrior related data then manage, tracks, audit, and implement approval capabilities associated with the data. The system reduced the number of hours needed to complete forms.

    Full life-cycle software development (i.e., requirements gathering, information architecture, coding, testing, and documentation) of a Java-based web application that manages Marine Corps Reserve drills and drill accounting (scheduling, allocations, attendance, ad hoc reporting, pay and retirement point transactions, etc.).

  • SAMHSA NREPP – Data Management and Workflow System
    Full life-cycle custom software development of a .NET web application for managing and searching healthcare-related programs under the National Registry of Evidence-based Programs and Practices. System manages data, data entry, and the workflow process for approving content for live publication to the website.

    Coded a case management system for the U.S. Marine Corps in J2EE requiring complex data integration across legacy systems. This system receives, assigns, and tracks information requests related to the Official Military Personnel File. The system is built in Java on an Oracle platform and requires substantial data integration with legacy systems.

    Crafted requirements documents for modules within the Marine Corps Training Information Management System (MCTIMS). Working at the Marine Corps Base in Quantico, VA, Tellenger worked with the MCTIMS team to develop a software design document for the system as well as create vision documents for the Marine Corps software applications, including curriculum management, registrar, and student evaluation.

    Supported the Substance Abuse and Mental Health Services Administration (SAMHSA) Block Grant Maintenance of Effort (MOE) Reengineering Workgroup by evaluating MOE processes, resolving operational problems, determining policies, creating tracking documents for leadership, and planning methods that clarify regulatory and operational processes.

    Interviewed NTSB staff to model current processes, then created models for “to be” processes. The information and requirements collected were used to evaluate custom and off-the-shelf solutions that could be implemented to meet their needs.

Restructured select chapters and rewrote chapters to improve clarity and argument progression within the Report to Congress on the Prevention and Treatment of Co-Occurring Substance Abuse Disorders and Mental Disorders. Also, responsible for managing the revisions submitted by workgroup members.
