Michael is an accomplished IT executive with over 16 years’ experience leading technical projects and managing mission-critical operations for the government, private industry, and non-profit organizations. He has a proven track record of providing technical leadership for critical system engineering projects for DHS, USCIS, CBP, FEMA, USDA, and HHS. Michael leverages his technical understanding as a system architect with strong marketing, business development, and customer outreach skills to create solutions that bridge the gap between business stakeholders and technical teams. Michael has provided leadership and technical expertise to a range of critical government programs since 2007 including DHS’s Technology Integration Program (TIP), FEMA’s Map Modernization Program, and USCIS’s Immigration Transformation Program for USCIS.
Throughout his career working with Federal agencies, Michael has been instrumental in the adoption of Cloud Computing, Agile methodologies—including Scrum, Kanban, and Lean—and open source technology. Starting in 2007 Michael began to introduce Agile Software Development and DevOps practices within the Department of Homeland Security at FEMA and USCIS and worked closely with government stakeholders and other contractors to evangelize agile concepts and principles. In 2010 Michael was able to leverage these Agile and Lean development methodologies to tackle an ambitious GIS Software Development Program for USDA which due to funding requirements within the American Recovery and Reinvestment Act (ARRA) required seven new enterprise geospatial applications to be completed within 12 months. Michael built and led a cross functional agile team of engineers and software developers who were able to design, develop, and deploy all seven applications on time and within budget. Most recently, Michael led a project for the Substance Abuse and Mental Health Services Administration (SAMHSA) to consolidate three of their grants management applications into a single cloud enabled solution. Michael introduced DevOps and Continuous Integration / Continuous Delivery processes to a geographically dispersed agile team with over 45 full time resources working in AWS based development environments.
Michael earned his Bachelor of Science Degree in Engineering Management from the University of Arizona and is a certified Project Management Professional (PMP), PMI-Agile Certified Practitioner (ACP), and Amazon Web Services (AWS) Solution Architect.
Dave is a strategy expert who solves organizational problems using web-based technology and sophisticated software applications that are driven by achieving business goals. Dave has 12 years of experience working with government and nearly 20 years of experience advising high-tech companies on planning and strategy. Dave recognized the potential of the Internet technologies in 1995 and, since then, has helped companies, government agencies, and not-for-profits serve audiences online in ways that meet organizational objectives.
From forming corporate strategies in New York City’s Silicon Alley to automating paper-based systems for the Federal Government, Dave has developed expertise helping others create new and expanded possibilities through technology.
Prior to his current role, Dave was a business consultant assisting CEOs with starting web-based businesses. He brought his strategy skills to the public sector when he took a position analyzing and evaluating public policy in a division of the Office of the Administrator at the Substance Abuse and Mental Health Services Administration (SAMHSA) under the U.S. Department of Health and Human Services.
During Dave’s time with government he regularly witnessed opportunities where business experience and technology skills could combine to benefit government, which led him to found Tellenger. Tellenger was started by Dave in 2007 to innovate mission-critical solutions that address business, process, and organizational challenges in a systematic way.
Dave earned a masters in business management from the London School of Economics after graduating magna cum laude with a B.A. in economics from The George Washington University.
Jesse is a partner and operations executive with over 14 years technical experience in the information technology and health sectors. Jesse’s focus is on oversight of project delivery and internal operations. He has a foundation in program management and process improvement and has led the business and technical phases of numerous contracts. Since joining Tellenger in 2011 each of his projects has been delivered successfully on-time and on-budget. Jesse has used his experience managing large, complex projects to make significant contributions to the Tellenger Integrated Quality (T-IQ) system, which enables Tellenger to deliver complex software projects consistently at a high-quality as evidenced by T-IQ being appraised at CMMI-DEV Level 3.
Jesse is an expert at leading teams that implement software development life cycle (SDLC) best practices within diverse project environments. Jesse has worked with a wide range of stakeholders both in the government and private sector to develop solutions using both off-the- shelf and custom software. Jesse has served as Program Manager (PM) for multiple government contracts that include complex tasks involving multiple developers and other IT staff. Each project has required a range of 508 compliance, testing, and remediation activities led by Jesse. The SAMHSA NREPP project he managed received commendation from SAMHSA for being only one of two SAMHSA systems deemed more than 95% compliant. Jesse has also served as Project Manager on multiple projects creating content management systems that required custom coding to achieve the client’s desired functionality as well as projects that involved custom workflow solutions and report building capabilities.
Jesse earned his B.S. in business administration and marketing from the University of Wisconsin – La Crosse.
